Floodplain Administrator
A county floodplain administrator is responsible for managing and mitigating flood risks within their jurisdiction. They enforce local floodplain management ordinances and ensure compliance with federal and state regulations. This includes reviewing development proposals to ensure they meet floodplain management standards, maintaining and updating floodplain maps, and educating the community about flood risks and the importance of flood insurance. Their role is crucial in preventing flood damage and promoting safe development practices.
Additionally, floodplain administrators coordinate post-disaster recovery efforts related to flooding, helping communities rebuild in safer areas. They act as a liaison between the community and state/federal agencies, ensuring proper communication and compliance with floodplain management policies. By fulfilling these duties, floodplain administrators contribute to creating safer, more resilient communities that are better prepared to handle flood events.
The Legislature of the State of Nebraska has in Sections 31-1001 to 31-1022, R.R.S. 1943 assigned the responsibility to local governmental units to adopt floodplain management regulations designed to protect the public health, safety and general welfare. Therefore, the Kearney County Board of Commissioners resolved to become part of the National Flood Insurance Program July 7, 1999 and adopted a Flood Hazard Boundary Map/Flood Insurance Rate Map date January 16, 2004.
No person, firm or corporation shall initiate any floodplain development or substantial improvement or cause the same to be done without first obtaining a separate permit for development as defined in this resolution.
